Pension Credit is the most under-claimed benefit in the UK. Around 880,000 eligible households do not claim — missing out on an average of £3,500 a year, plus the gateways it opens (Winter Fuel Payment now means-tested, free TV licence for over-75s, Council Tax Reduction, NHS dental and optical care, Cold Weather Payment). After the 2024 means-testing of Winter Fuel Payment, claiming Pension Credit became dramatically more valuable. What Pension Credit is and who qualifies

Pension Credit is a means-tested benefit for people of State Pension age. It has two parts:

  • Guarantee Credit — tops up your weekly income to £218.15 (single) or £332.95 (couple) in 2025-26. If you have a disability, are a carer, or have certain housing costs, the threshold is higher.
  • Savings Credit — an extra reward for some pensioners with modest savings (£17.01/week single, £19.04 couple maximum in 2025-26). Closed to new claims since 6 April 2016, but existing claimants continue.

Eligibility for Guarantee Credit:

  • You (and your partner, if you have one) have reached State Pension age (currently 66, rising to 67 by 2028).
  • Your weekly income is below the applicable threshold.
  • You live in the UK (Pension Credit follows residence, not nationality).

Capital under £10,000 is disregarded entirely. Capital above £10,000 results in "deemed income" of £1 per week for every £500 above the threshold. There is no upper capital limit — you can have £100,000+ and still qualify if your actual income (including deemed) is below the threshold.

The gateway effect — what else Pension Credit unlocks

Pension Credit is a "gateway" benefit. Even £1 a week of Pension Credit unlocks:

  • Winter Fuel Payment — £200 (under 80) or £300 (over 80) annually, paid each November/December. From winter 2024-2025 this is only available to Pension Credit recipients and a few other means-tested benefit recipients.
  • Free TV licence (over 75) — £174.50/year saving (a free licence is automatic when Pension Credit is received and one household member is over 75).
  • Cold Weather Payment — £25 for each 7-day period of 0°C average temperature, automatic for Pension Credit recipients.
  • Warm Home Discount — £150 off electricity bills each winter, automatic for many Pension Credit recipients.
  • Council Tax Reduction — often 100% of council tax bill, with smaller reductions on a sliding scale. Administered by local councils with eligibility thresholds usually generous for Pension Credit recipients.
  • Free NHS dental, optical, and prescription help — exempt from dental costs, free eye tests, free prescriptions (already free for over 60s).
  • Discretionary Housing Payment from the council if you have a rent shortfall.
  • Housing Benefit automatically calculated at maximum if claimed.

The combined value of these is often £2,000-£5,000 per year on top of the Pension Credit itself.

How to calculate if you might qualify

Add up your weekly income from all sources:

  • State Pension (basic + additional).
  • Occupational and personal pensions.
  • Earnings from work (minus tax and NI).
  • Most other social security benefits (with some disregards).
  • Income from savings — £1/week per £500 over £10,000.

If the total is less than:

  • £218.15/week (single) — you qualify for Guarantee Credit.
  • £332.95/week (couple) — you qualify for Guarantee Credit.

Add £85.80/week if you have a "severe disability" (you receive PIP/AA/DLA, no-one gets Carer's Allowance for you, and you live alone). Add £43.40/week if you are a carer. Add reasonable housing costs.

Why so much is unclaimed

DWP statistics show that:

  • Around 1.4 million households claim Pension Credit (down from 1.7 million in 2014).
  • An estimated 880,000 eligible households do not claim — a 39% take-up gap.
  • Total unclaimed: £1.5 billion per year (DWP central estimate).

Reasons for under-claim:

  • Complexity — the calculation is opaque and the application form is intimidating.
  • Stigma — pensioners often associate means-tested benefits with poverty or charity.
  • Misconception — many people assume they will not qualify because they own their home or have a small private pension.
  • Lack of awareness — the gateway effect (Winter Fuel Payment etc.) is poorly communicated.
  • Difficulty accessing online services — many pensioners do not have digital access.

The Department for Work and Pensions runs annual Pension Credit Action Days; charities (Age UK, Independent Age) run year-round awareness campaigns. If you are over State Pension age and have not checked your eligibility, do so today.

How to apply

Three routes:

  1. Online at gov.uk/pension-credit/how-to-claim.
  2. By phone at 0800 99 1234 (Mon-Fri 08:00-18:00). The call handler can complete the application with you.
  3. By paper form — request from the helpline.

What you need:

  • National Insurance number.
  • Information about your income, savings, pensions, and benefits.
  • Bank account details.
  • Details of your partner (if you have one) — both must apply jointly.
  • Housing costs information (rent, mortgage interest, service charges).

The decision usually comes within 6-8 weeks. Payments are paid into your bank account weekly or 4-weekly. Apply for backdating — Pension Credit can be backdated up to 3 months from the date of claim, meaning a chunk of money is paid immediately.

Frequently asked questions

I own my home. Can I still get Pension Credit?
Yes. Your home is not counted as capital. Many homeowners qualify, particularly if their only income is the State Pension and a small private pension.
I have £50,000 in savings. Will I qualify?
Probably yes if your weekly income (including deemed income from savings) is below the threshold. £50,000 generates deemed income of £80/week (£40,000 over the £10,000 threshold ÷ £500 × £1). Combined with State Pension and any private pension, you may still be under the threshold.
Do I have to be UK-born?
No. Pension Credit is based on residence, not nationality. You must be habitually resident in the UK, but there is no nationality requirement.
My partner is younger than me. Can I claim Pension Credit?
Generally no, until both partners reach State Pension age (the "mixed-age couples" rule). The couple instead claims Universal Credit. Limited transitional protection applies for couples already on Pension Credit before 15 May 2019.
What if my circumstances change?
Tell the DWP within 1 calendar month. Changes that affect Pension Credit: change of address, partner moving in/out, change of income or savings, hospital admission for 4+ weeks, going abroad for more than 4 weeks.
